Police Officers Association President Sgt. Michael Carter has always been outspoken and has never been afraid to say exactly what is on his mind. Yesterday, he made a bold request: he asked that interim Shreveport Police Chief Ben Raymond be removed from his post. According to Carter, Raymond is abusing his power. In fact, according to a quote from the Shreveport Times, Carter says that there is a lot of Game of Thrones type stuff going on in the department under Raymond's leadership.

The thing that sparked Carter's request is that Chief Raymond recently ordered Carter be transferred from Patrol to Human Resources. According to Carter, that move would conflict and cause him to lose his spot as Chairman of the Civil Service Board. Carter says that the transfer order from Raymond was a retaliatory move. Raymond out right denies those allegations.

We asked Chief Raymond why he moved Carter and he replied:

He is the most qualified person for the job, by far.  He has Doctorate in Organizational Psychology, I believe.  He has dedicated a large amount of his adult life to researching and understanding human resources management, specifically within law  enforcement organizations.  Why wouldn't I want the most qualified person to fill any role within the police department?  Sgt. Carter will be able to make recommendations and help improve the organizational efficiency of the police department.

The Civil Service Board will listen and discuss Carter's request today during a special meeting at the Fire Maintenance Building on Mansfield Road. The meeting starts at 1pm and is open to the public. The Board will discuss putting Carter's transfer on hold and whether or not Raymond should stay on as acting Police Chief.
