Why Have Changes Been Made?

This program has been difficult to access over the past few years. I personally called to see how tough it would be to apply and got either no answer or a voice mail. Eventually, I finally spoke to someone who told me about the requirements. Quite frankly, there were too many hoops to jump through. Now, I don't need help paying my bill, but I wanted to check out the process. It obviously needed to be changed.

Shreveport Mayor Tom Arceneaux has been working with the United Way to streamline the process. The SWAP program is designed to assist people facing financial constraints in paying water and sewer bills. Mayor Arceneaux says

SWAP represents our city's dedication to assuring that no resident faces barriers in accessing essential services. By providing relief for water and sewer bills, we uphold our commitment to community well-being and equity.

Who Is Eligible for the SWAP Program?

SWAP is open to residential customer accounts where the owner, resident, or tenant pays the bill.

You have to fill out an application and meet specific criteria for acceptance.

The City of Shreveport is now partnering with the United Way of Northwest Louisiana to make it more accessible and easier for residents to qualify.

If you get SNAP benefits, Medicaid, or LaMoms assistance, you automatically qualify for help.

You can also qualify if you can demonstrate that your income falls within 133% of the Federal poverty income guideline. Verification of income will be determined by the United Way.

Residents who sign up before March 24 will see the discount reflected on their April bill. You will get a 10% credit applied to your monthly customer and usage charges for water and sewer service.
