The Shreveport Police Department is requesting the public’s assistance in locating Jessie Duncan following an investigation into an unfinished tree removal job that left a local resident thousands of dollars out of pocket.

Detectives have secured an arrest warrant for Duncan, charging him with one count of Theft under La. R.S. 14:67(B)(3). His bond has been listed at $0.

Upfront Payment Followed by Months of Excuses

According to investigators, the incident began on March 3, 2026, when a homeowner in the 6600 block of Venus Street hired Duncan to remove several trees from her property. The victim paid the agreed-upon $2,000 fee in full on the same day.

Although Duncan was scheduled to begin work immediately, he claimed he was delayed by vehicle trouble. Weeks of additional excuses followed, and no tree removal work was ever performed. On April 14, the homeowner requested a full refund. Duncan reportedly agreed to return the money but failed to pay.

Broken Agreements and Vanishing Act

Shreveport detectives reached out to Duncan on July 24, informing him that the victim was willing to forego criminal charges if he returned the $2,000. Duncan agreed to meet officers on July 29 to deliver a cashier's check for the full amount, but he failed to attend the meeting.

Police have been unable to establish contact with Duncan since his no-show, leading investigators to officially file charges and obtain the warrant for his arrest.

Authorities Issue Warning Over Suspect's Criminal History

In light of the ongoing search, police are urging the public to exercise caution and perform due diligence before entering into any business agreements with Duncan.

Court records indicate Duncan has prior convictions for multiple counts of theft, forgery, and issuing worthless checks. He also faces active pending cases involving alleged monetary instrument abuse and illegal possession of stolen items. Law enforcement notes that prior convictions are distinct from the current charge, and all pending allegations must be proven in a court of law.
