According to the Shreveport Times, Bossier's new ordinance to allow residents to drink alcohol from open containers in the new East Bank District has one small problem...none of the businesses in the area can sell to go cups.

State law says the only places allowed to sell 'to go' drinks are bars and there are currently none in the district. The state law seems to have caught all Bossier City officials off guard.

During the Bossier City Council Meeting Tuesday, City Attorney Jimmy Hall said:

I was informed by one of the owners down there that the Alcohol and Tobacco Control Board has informed them that you can’t leave a restaurant with a (to-go) cup. So the reality is, the only place you can leave a place with a cup is a bar, not a restaurant where primarily food is sold. I didn’t know they had a regulation outstanding in the state that refuses to allow you to leave a restaurant, but you could open 10 bars, and everybody could walk out in the region where it was approved.

To combat the snafu, the city is proposing an ordinance that would allow vendors to obtain special alcohol permits to sell adult beverages during special events at the new festival plaza.
